Penzi Shikabi

Penzi Shikabi is a lecturer and PhD candidate at the University of Zambia in the Department of Political and Administrative Studies. He is also the V-Dem Research Assistant for the Regional Manager for Southern Africa. His research interests include governance, service delivery and public policy.
