The V-Dem Regional Center Caucasus was established in February 2026. The Center is located in Tiblisi, Georgia, and hosted by the University of Georgia. It is led by Founding Director Revaz Charkviani. The Regional Center covers the countries of Georgia, Armenia, and Azerbaijan.
Objectives
The V-Dem Regional Center Caucasus aims to advance high-quality, comparative knowledge on democracy in the South Caucasus by combining field-based research with systematic use of the V-Dem database.
Research fellows of the Center, together with affiliated scholars and external collaborators, produce peer-reviewed articles, working papers, policy briefs, country reports, thematic studies, and data visualizations focused on democratic developments in the region. All research activities are conducted in line with V-Dem’s methodological standards and conceptual framework.
Research Focus
The Center’s research focuses on:
- Societal attitudes, values, and opinions as they relate to democratic governance
- The state of democracy and democratic institutions in the South Caucasus
- Processes of democratic resilience, erosion, and transformation across the three countries
The V-Dem Regional Center Caucasus serves as a regional knowledge hub on democracy and societal development in the South Caucasus. Through its website and social media channels, the Center regularly disseminates research-based outputs.
Caucasus Team
The V-Dem Regional Center Caucasus brings together a broad community of scholars and practitioners from the region and beyond, including researchers, policy professionals, and students with an interest in democracy.
The core team is based at the University of Georgia (Tbilisi) and is complemented by research fellows affiliated with other institutions and countries, who contribute to the Center’s research agenda and activities.
